Abstract
This third National Climate Change Action Plan presents Kenya's detailed priority actions to address climate change during the 20232027 medium-term planning period, moving from the consideration that the country's economy is very dependent on climate-sensitive sectors such as agriculture, water, energy, tourism, wildlife, and health. Based on and inspired by the Nationally Determined Contribution (NDC) under the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), the National Adaptation Plan 2015–2030 (NAP), and the National Long Term Low Emission Development Strategy 2022–2050, this Action Plan aims at aligning climate change actions in the country with the Government’s development agenda, and at strengthening the participation in climate change actions by the private sector, civil society, women, youth, children, vulnerable groups and indigenous people. The goal of the Action Plan is to promote Kenya’s sustainable development by providing mechanisms and measures to achieve low carbon climate resilient development. The Action Plan identifies the following eight priority areas, where actions and targeted measures need to be implemented: disaster risk management; food and nutrition security; water, fisheries and blue economy; forestry, wildlife and tourism; health, sanitation and human settlements; manufacturing; energy and transport; children and youth.
Concerning targeted measures and actions, this Action Plan focuses on: reducing risks to communities and infrastructure resulting from climate-related disasters and enhancing institutional preparedness and response; improving ability of people to cope with disasters caused by climate hazards; enhancing protection and role of children and youth in disaster risk reduction; enhancing productivity and resilience of the agricultural sector, to improve food and nutrition security; increasing crop productivity through improved irrigation; increasing sustainable land management; strengthening on-farm water harvesting and storage, and wastewater recycling; improving productivity and resilience of farmers and pastoralists; strengthening contribution of youth to food and nutrition security; enhancing the resilience of the Blue Economy and water sector by ensuring efficient use of water for agriculture, manufacturing, domestic and other uses; improving access to good quality water, and increasing sewerage coverage and sanitation; promoting water efficiency; reducing emissions from deforestation, land and forest degradation; supporting tree-growing value chain enterprises; strengthening the resilience of wildlife, their habitats, and their ecosystems; mainstreaming climate change adaptation into the health sector, through the reduction of emission from medical waste management; promoting resource use efficiency and circular economy in industrial processes and energy production; ensuring an electricity supply mix based mainly on renewable energy sources; promoting geothermal energy for alternative uses; establishing an efficient and sustainable transport and logistics system.
