Abstract
In the pursuit of effective and timely response to disasters, the Government through the Ministry of State for Special Programmes and National Disaster Operations Centre-Ministry of State for Provincial Administration and Internal Security has formulated the National Disaster Response Plan for the period of 2005-2015 which seeks to build “the resilience of nations and communities to disasters” by strengthening disaster preparedness for effective response at all levels.
The aim of this Plan is to establish an understanding of the structure and operating procedures for addressing all aspects of disaster preparedness and response in Kenya and to ensure that disaster preparedness for response is carried in a coordinated and collaborative manner, ensuring the greatest protection of life, property, health and environment.
In order to eliminate hunger, food insecurity and malnutrition, the following measures are proposed by the plan:(i) to conduct an analysis of how affected persons access food and the impact of the disaster on current and future food security, (ii) to make sure that the nutrition needs of the population are met, (iii) the nutrition and support needs of at-risk groups are met, (iv) to address moderate malnutrition, (v) to address severe malnutrition, (vi) to design Rations for general food distributions in order to bridge the gap between the affected population’s requirements and their own food resources and (vii) to provide each household with at least two clean water collecting containers of 10-20 litres as appropriate.
To increase the resilience of livelihoods to threats and crises that affect food security and nutrition, the following basic considerations will apply when planning for disaster response: (i) institutional framework on disaster response, (ii) disaster emergency contingency fund, (iii) existing disaster emergency response capacity in major cities and towns, (iv) national early warnings mechanism, (v) community training and awareness.
In the context of governance, the responsibility for the implementation of the plan is that of the Ministry for State for Special Programmes in conjunction with National Disaster Operation Centre. There will be an established system providing operational concepts and procedures associated with day-to-day operational response to emergencies by respective departments when disaster strikes. This will contain hazard specific and departmental or thematic contingency plans and emergency procedures in the event of a disaster, providing for: (i) the allocation of responsibilities to the various role players and coordination in the carrying out of those responsibilities; (ii) effective early warning linked to early response and relief; (iii) early recovery linked to longer-term development after disaster
