National Disaster Risk Management Strategy 2025-2030.

This National Disaster Risk Management Strategy emphasises the need to establish, streamline, finance, and strengthen disaster risk management (DRM) institutions, coordination frameworks, partnerships, and regulations in Kenya. The overall goal of this Strategy is to effectively implement risk reduction actions within the DRM framework and, most importantly, to integrate DRM into planning and practice, in order to reduce the exposure and vulnerability of communities to hazards while enhancing their capacity to withstand the effects of those hazards. In support of this overall objective, the Strategy identifies five priority areas: the establishment of an institutional and legal framework for DRM; the enhancement of DRM capacities within institutions; disaster information management; strengthening resilience at national, county, and local levels to the impacts of disasters and climate change; mainstreaming disaster risk management into sustainable development policies, strategies, and plans at all levels and across all sectors. This Strategy is structured into seven chapters: 1) chapter one provides an overview of the Kenya National DRM Strategy and the context in which it was developed; 2) chapter 2 gives an overview of Disaster Risk Governance in Kenya, outlining the key components shaping the country’s approach to managing disaster risks; 3) chapter three offers a comprehensive analysis of the current DRM landscape in Kenya, highlighting the roles of various stakeholders; 4) chapter four outlines the guiding principles, strategic objectives, pillars for action, and anticipatory action for DRM; 5) addresses data and knowledge management, with a focus on data collection, processing, sharing, and information exchange; 6) chapter six covers governance and implementation mechanisms, financial resources, budgeting, reserve funds, contingent financing, programme-based risk transfer, and other funding sources; 7) chapter seven focuses on monitoring, evaluation, and learning to ensure sustainability, transparency, accountability, and professionalism at all levels.
Concerning strategic pillars and actions for Disaster Risk Management, the Strategy specifies: facilitating development of county-specific DRM legislation and frameworks; supporting county governments to align with national DRM laws and policies; strengthening skills and capacities of DRM personnel and stakeholders; identifying information needs and create platforms for sharing DRM information; strengthening DRM data management and accessibility; promoting interdisciplinary collaboration in research; ensuring development programmes are risk-informed, to reduce vulnerability; documenting, managing and sharing local and indigenous knowledge through a dedicated repository; raising awareness on DRM, including research findings and initiatives; promoting community-driven disaster risk reduction practices; improving early warning system and actions.
