Abstract
This National Environment Management Authority (NEMA) Strategic Plan, drafted in compliance with the provisions of the Constitution of Kenya, and the country’s legislation and policies, and covering the period 2019-2023, takes into consideration the actions and the measures required to meet global commitments and national priorities, in order to provide the population with a clean, healthy, safe and sustainably managed environment and natural resources, and thus ensure sustainable development. The Strategic Plan moves from the consideration that environment and natural resources sector is faced with many challenges, including destruction of water catchments and riparian areas, land degradation, human-wildlife conflict in natural resources utilisation, pollution and poor waste management, effects of climate change and associated extreme weather events. In order to address these issues and challenges, this Strategic Plan identifies six key result areas: 1) Environmental quality, protection and conservation. 2) Ecological integrity of ecosystems. 3) Climate change. 4) Environmental governance and coordination. 5) Green economy for sustainable development. 6) Institutional Capacity.
The Strategic Plan defines the following objectives and actions, in order to achieve the key results: implementing environmental management tools; promotion of environmental research and planning; coordination of governmental agencies and stakeholders in wetlands management; enhancing conservation and management of degraded terrestrial ecosystem; assessment and rehabilitation of degraded water bodies; protection and conservation of environmentally significant areas; establishing a regulatory framework for greenhouse gas emissions; implementation of Ozone Depleting Substances Regulations, and defining compliance monitoring scheme on climate change duties and obligations in public and private entities; definition of climate risk and vulnerability assessment procedures; enhancement of carbon neutrality programmes; implementation of a mechanism for alternative dispute resolution on environmental matters; creation of an environmental supervisory and coordination mechanism for various stakeholders in the blue economy, with promotion of waste management and pollution control for water bodies; ensuring sustainable utilisation and conservation of coastal, marine and inland water resources; reduction of environmental degradation and environmental health risks; enhancing the uptake of green economy technologies.
