National Irrigation Authority - Resource Mobilisation Strategy. Volume 1 - 2021-2026.

This Resource Mobilisation Strategy, covering a period of five financial years starting 2021/2022 to 2026/2027, provides for a well-coordinated approach to management, reporting, monitoring and evaluating assistance and for expanding the resource base to ensure sustainable resource availability, reduce poverty and accelerate economic growth, in the framework of National Irrigation Authority's mandate of effective management of irrigation services in Kenya. The Strategy focuses on increasing the potential agricultural production of agricultural land, through investment in irrigation infrastructure, including water-harvesting technologies for irrigated agriculture, and building resilience of vulnerable communities against effects of climate change. The Strategy is structured as follows: 1) Introduction; 2) National Irrigation Authority (NIA) drive to exploit the irrigation potential, including: irrigation legal framework, water management and agricultural policies, NIA strategy and mandate, vision and mission; 3) The Resource mobilisation Strategy-components and strategies, including: overall goal of the Strategy, goals and objectives, eleven strategies; 4) Implementation, monitoring and evaluation framework.
Considering the mission of mobilising financial resources for irrigation development, the Strategy identifies the following outcomes: enhancement of agronomic potential by permitting the growth of specific crops; increasing opportunities for farmers to indulge in year-long agricultural production; enhancing opportunities to access reliable markets and to improve farmers' income; strengthening food security; increasing rural employment; increasing natural resource management through the adoption of agro- forestry measures. The eleven strategic actions developed by the Strategy are: 1) securing increased funding from the Government; 2) collecting fees from farmers and growing internal financial management; 3) deepening financing from current development partners; 4) diversifying the funding streams; 5) harnessing public private partnerships (PPPs) opportunities in irrigation development; 6) development of irrigation projects for green climate financing; 7) implementing co-financing/cost-sharing and cost recovery approaches; 8) provision of technical advisory services, including farm service agreements, training and capacity building; 9) strengthening technical collaborations and partnerships; 10) improving strategic communication and donor visibility; 11) enhancement of institutional internal capacity.
