Abstract
This National Irrigation Authority (NIA) Strategic Plan (2023-2027) outlines the strategic direction and priorities for the 2023-2027 period, aiming at guiding the Authority’s actions and initiatives in ensuring sustainable and efficient irrigation interventions for socio-economic development in Kenya. The specific objectives and initiatives of the Strategic Plan are based upon the following five key result areas: sustainable irrigation management; irrigation research and innovation; sustainable irrigation development; sustainable water for irrigation; governance and service delivery, in order to: provide reliable and sustainable irrigation services to farmers across the country, improve the supply of food and agro-industry raw materials, increase foreign exchange earnings from export of agricultural produce. The mission of this Strategic Plan aims at developing, coordinating and managing sustainable irrigation services for socio-economic development of the country, in order to ensure food security and prosperity for the nation.
The Strategic Plan pursues the following strategic goals: improving productivity of irrigation schemes; enhancing productivity of irrigated agriculture; sustainable exploitation and development of irrigation potential; reliable water supply for irrigation services; sustainable environmental conservation and management. The Strategic Plan covers the following matters: climate change; food security; irrigation services; monitoring activity; risk assessment. The Strategic Plan is structured as follows: institutional framework and specification of the Authority's role in the realisation of the national, regional, and international development agenda; description of vision, mission and strategic objectives; situational and environmental analyses, including: adverse effects of climate change on agricultural land use and irrigation dynamics, land degradation and irrigation services, promotion of water catchment conservation and protection for sustainable management of water resources; strategic issues, key result areas and targeted actions; implementation framework; financial requirements; monitoring and evaluation framework.
