Abstract
This Strategic Plan concerns the importance for the country’s development agenda of the centrality of access to water and the realisation of the related sustainable development goals, as recognised in the Vision 2030 Strategy. The Strategic Plan presents the National Water Harvesting and Storage Authority’s mandate of developing, maintaining and managing national public works for water resources storage and flood and drought control, and thus it priorities the strategic interventions and actions that the Authority will implement within the period 2022–2027. Therefore, the Strategic Plan is structured as follows: functions and roles of the National Water Harvesting and Storage Authority; situational analysis and evaluation of objectives and outcomes of the previous Strategic Plan; vision, mission, mandate and core values of this Strategic Plan; strategic objectives and measures for their accomplishment; implementation and coordination framework; risk analysis and mitigation framework; financial resource requirements; monitoring, evaluation and reporting.
This Strategic Plan concerns the development and management of the national water works infrastructure, in order to: enhance water storage for multi-purpose uses; increase water security and protection against flood and drought; develop a water harvesting Policy and enforce water harvesting strategies; undertake strategic water emergency interventions; enhance sustainability of constructed water structures. Specific objectives and targeted measures include: management of dams; development of inter basin and cross county waterworks; exploitation and management of underground water resources; compliance with gender and disability mainstreaming guidelines; women, youth and persons with disabilities empowerment; eradication of corruption in water resource management activities and strengthening of legal and regulatory requirements; increase government funding and investment opportunities.
