The National Water Resources Strategy (2020-2025).

This Strategy, developed in line with the Kenyan Constitution and legislation, preceding Strategies and other related Policies, covers a five years medium term period, and affirms government commitment to the achievement of the right of access to clean and safe water in adequate quantities for all, and to the prudent and efficient management of water resources, in order to ensure water availability for all and inclusive economic growth for the country. The Strategy identifies these challenges affecting the water sector: water scarcity, lack of universal access to safe water, catchment degradation, encroachment of wetlands, pollution, uncontrolled and unregulated use of water resources, flooding, climate variability and climate change. The strategic objectives and targeted measures cover the following thematic areas: water resource monitoring and assessment; freshwater ecosystem protection and conservation, including innovative mechanism such as payment for ecosystem services (PES) and public-private partnerships; availability of clean water for all Kenyans, including promotion of cooperation in the management of transboundary and shared water resources; water disaster management; governance of inter-basin and inter-county water resources; regulation, planning and financing; research, innovation, education and training; cross-cutting issues, including mainstreaming of climate change and gender in the water sector.
