Abstract
This Act, consisting of 24 sections divided into five Parts, concerns the establishment of the National Youth Council, of its powers and functions, including: co-ordinating activities and initiatives undertaken by youth groups, youth focused community based organisations, non-governmental organisations, civil society movements; promoting youth Policy; mobilising resources to support and fund youth programmes; formulating operational guidelines that protect the youth against any form of abuse or manipulation; promoting research, collation and analysis of data on youth issues. Part III of the Act concerns the establishment of the Youth Advisory Board and of its functions. Part IV concerns the financial provisions and the investment of special funds.
