Abstract
This Nyandarua County Climate Change Act, 2021 establishes a legal and institutional framework to guide the county government, communities, and stakeholders in addressing climate change through adaptation and mitigation. Its objectives include mainstreaming climate change into all sectors of development, enhancing resilience, reducing vulnerability, and promoting community-driven solutions. The Act emphasizes inclusivity by integrating gender, youth, people with disabilities, and indigenous knowledge into planning and implementation. It further aligns county efforts with Kenya’s Constitution and national climate policies, while promoting research, innovation, renewable energy, and sustainable development. Public participation, access to information, and accountability are central principles of the Act.
The Act creates a multi-level governance structure, including the Climate Change Directorate, County Climate Change Unit, Steering and Planning Committees, and Ward Climate Change Committees, ensuring climate responses are coordinated from grassroots to county level. It mandates the development of a five-year County Climate Change Action Plan, aligned with the national action plan, and establishes the County Climate Change Fund, financed by at least 2% of the county’s development budget, grants, and international climate finance. The Fund supports research, training, public awareness, renewable energy, and climate-resilient development projects. In addition, the Act makes provisions on monitoring, reporting, and penalties for non-compliance.
