Abstract
These Regulations, made under section 101 the Petroleum Act, apply to construction of lubricants facilities; and to licensing of lubricants import, export, blending, storage and wholesale business. The Regulations define the following relevant terms: blending components of a lubricant; bulk lubricants road transportation; bulk; emergency works, as all the works necessary to prevent the occurrence or further deterioration, damage, disaster, accident or incident that could seriously affect persons, property or the environment; environment liability policy; licensing authority; Kenya Bureau of Standards; lubricants business; lubricants facility. The Regulations cover the following matters: construction permit for a lubricants facility; requirements for a construction permit; application for a construction permit; obligations of a construction permit holder; licensing of a lubricants business; compulsory environmental liability policy; reporting of accidents and incidents; inspections; penalties.
