Abstract
These Regulations implement provisions of section 24 (4) of the Public Finance Management Act, 2012, by establishing the National Drought Emergency Fund.
The Regulations define relevant terms, including: disaster, that is a disruption of the functioning of a community causing widespread human, material, economic or environmental loses which exceed the ability of the affected community to cope using its own resources; drought, that means a predictable and slow-onset disruption of the functioning of a community caused by periods of lower-than- normal precipitation; and drought contingency plan, that is a management process that analysis emerging drought risks and establishes arrangements in order to enable proper responses.
Matters covered by the Regulations concern: the establishment, administration, object and purpose of the Fund and definition of its authorities; projects and interventions areas financed by the Fund, including: water sanitation, agriculture, livestock, fisheries, health, sanitation and nutrition, drought coordination; financial provisions and allocation of resources among drought risk management components; offences, penalties and final provisions.
