Abstract
This Act, divided into nine Parts and consisting of 49 sections, provides for all the necessary measures for establishing a climate change fund, to finance and coordinate adaptation and mitigation measures, and thus to enhance climate resilience. The Act defines the following relevant terms: climate finance; greenhouse gases; climate change adaptation; climate change mitigation. The Act applies to all sectors of the economy, in order to: mainstream climate change responses into development planning; coordinate the financing of climate change adaptation and mitigation programmes; provide incentives and obligations for private sector contribution in improving efficiency and reducing emission intensity; raise public awareness about climate change.
The Act concerns: establishment, composition and functions of the Steering Committee on climate change; definition of a framework for environmental planning; establishment, composition and functions of the County climate change Planning Committee; establishment and functions of Ward Planning Committees; supporting research and knowledge management on climate change and its environmental impacts; measures and actions for responding to climate change; formulation and content of a climate change action plan; duties of public and private entities; monitoring activities; public participation and access to information; establishment of the climate change fund, sources and administration of this fund; financial provisions and funding operations of the Steering and Planning Committees.
