Abstract
This Sector Plan, implementing provisions of the Third Medium Term Plan (MTP III) 2018-2022, gives a focused road-map for addressing food and nutrition security issues in the medium term, and for defining appropriate strategies to achieve Kenya's commitment to the regional and global development agenda. The Sector Plan moves from the consideration that the agricultural sector is a major contributor to the national economy in terms of food and nutrition security, income generation, employment creation and export earnings. Therefore, in order to successfully address poverty and food insecurity, the Sector Plan focuses on the development of agricultural sector and thus of the national economic development, through improvement of crops and livestock production, increasing real farm incomes, and ensuring availability and access to quality food. The Sector Plan is structured around the following main pillars: poverty reduction; strengthening commercial irrigated agriculture; improvement of small and micro-enterprises; promotion of agricultural products. The Sector Plan is structured as follows: introduction of the Agriculture Sector highlighting past performance and proposed way forward; situation analysis of the sector programmes and projects; emerging issues and challenges; programmes and projects to be implemented in the five-year period (2018 - 2022); policy, legal and institutional reforms; monitoring and evaluation.
This Sector Plan focuses on the implementation of the following programmes and projects: diseases free-zones development; fertiliser cost reduction strategy; livestock productivity improvement; enterprise diversification; market access and product development; strengthening agricultural insurance measures; livestock assets securing project; youth in modern agriculture; pest and disease control; agricultural technology development; climate smart agriculture; capacity building; agricultural research; strengthening dairy and meat industry; improving small scale holder productivity; targeted projects for rice, Irish potatoes, dairy products, in order to enhance food and nutrition security; improvement of livestock feed production; promotion of chicken, rabbit and pigs production; supporting breeding and reproduction of stocks in farms; multiplication of bees colonies; sanitary and phytosanitary standards improvement.
