Abstract
This Sector Plan implements measures and provisions of the Third Medium Term Plan 2018-2022 of Kenya Vision 2030 for the development and management of Blue Economy sector, focusing on the sustainable use of the sea and its resources for sustainable economic development. The Blue Economy concerns both aquatic and marine spaces including oceans, seas, coasts, lakes, rivers, and underground water, and covers a range of productive sectors, including fisheries, aquaculture, tourism, transport, shipbuilding, energy, bio prospecting and underwater mining. This Sector Plan concerns the improvement of economic investment opportunities in the sector, and the efforts to overcome issues and challenges, including: use of destructive fishing gears and methods, inadequate fisheries infrastructures, environmental degradation and sea pollution. The Sector Plan also identifies the following emerging issues: terrorism, piracy, and illicit cargo trafficking in water bodies, posing a major threat to the security of authorised fishing vessels; increasing invasive species in water bodies, presenting challenges to navigation and leading inefficiencies in fishing operations and water transport.
The Sector Plan provides the following measures and actions: development of Blue Economy Master Plan; improvement of maritime education and training to supply the blue economy with skilled labour for the international market; development of a National Maritime Spatial Plan; development of fisheries and maritime infrastructure; increasing aquaculture technology; fish stocks monitoring; certification of fish processing establishments and landing beaches; marine aquaculture development; coastal shipping development; research and development of Blue Economy.
