Abstract
This Sector Plan implements provisions of the Third Medium Term Plan (MTP III) 2018-2022 focusing on measures regarding the following sectors: environment, natural resources, water and sanitation, irrigation, and regional development, in order to enhance the development of the country in a clean, safe and sustainable environment, the protection of natural resources and access to water and sanitation services for all Kenyans. The Sector Plan is inspired by the constitutional provisions on the protection of environment, natural resources and water resources and the promotion of human rights which has been intertwined and become part of the fundamental pillars of sustainable development. The Sector Plan provides measures and actions for these purposes: conservation and management of forest and wildlife resources, water catchments, and wetlands, in order to both prevent erosion, land degradation and promote green economy; strengthening waste management and pollution control measures; sustainable management of water resources and particularly of trans-boundary water resources.
In order to achieve all the planned projects and programmes, this Sector Plan targets the following six strategic pillars, considering the negative impacts of climate change on degradation of land and the environment in general: 1) improved environment management and conservation; 2) sustainable management and development of water resources; 3) improved access to water and sanitation services; 4) forest conservation and management; 5) wildlife protection; 6) improved land productivity for enhancing food security. The Sector Plan provides for implementing the following programmes: improving solid waste management in urban and rural areas; strengthening environmental governance; rehabilitation and protection of urban rivers, to reduce siltation and maintain soil nutrients; rehabilitation of water towers, to ensure regular supply of quality water for households and manufacturing; improving research activities related to forest conservation and management; water resource management and improvement of water quality standards; increasing water harvesting and storage capacity to meet domestic, irrigation, industrial and environmental needs; achieving universal access to safe water in rural and urban areas, and thus reducing water-related diseases; strengthening irrigation and drainage infrastructures, to increase food security potential; increasing land reclamation projects; promotion of green economy; conservation and rehabilitation of wetlands; promotion of solar energy and wind Power for irrigation farming.
