Abstract
This Integrated Water Resources Management Action Plan is an initiative aimed at achieving a focused and coordinated approach to the monitoring and implementation of Sustainable Development Goals (SDG) 6 and its related target, taking into consideration Kenya’s water resources challenges, aggravated by global climate change and high poverty level. The Action Plan, defines the relevant institutions and the stakeholders involved in the implementation of the SDG 6, and identifies the strategic context of its application: Environmental Protection and Water Resources sector, including the sub-sectors of forestry, water, sanitation and irrigation, wildlife, mining, agriculture, livestock and fisheries.
The goals and objectives of the Plan cover the following sectors and areas of interest: water resources management; water harvesting and storage; water supply in urban and rural areas; sanitation and sewerage; transboundary water resources; irrigation development; agriculture and food security; fisheries, aquaculture and blue water economy; forestry and wildlife conservation; land reclamation and drainage; weather and climate information; climate change adaptation; water towers and catchment management. The key results targeted include: policy, legal and institutional framework; management, protection and conservation of water resources and transboundary water; water supply and sanitation coverage; food supply expansion; data collection and information technology; partnership and resources mobilisation; institutional strengthening and capacity building.
The Action Plan presents an overview of targeted actions, subdivided on the basis of expected results, realisation time and SDG indicators targeted: development of a national water policy; improvement of subsidiary legislation on water resources management, water services and sanitation, water harvesting and storage, water treatment, groundwater exploitation, water fund operations; review of Strategic Plan concerning irrigation and dam development; collaborative management of transboundary water resources of Lake Victoria basin; establishment of Nile basin commission; development of agricultural soil management Policy and forestry Rules, with an agroforestry strategy; development of subsidiary legislation on climate resilience production systems and on forestry management; procedures concerning fisheries and aquaculture management, with focus on blue economy management and marine and inland fisheries; address policy overlaps on wastewater management; actions developing interagency coordination and public-private partnership; development and management of forest resources for sustainable exploitation of its products; enhancing community initiatives in protection of wetland and water resources; improvement of agricultural practices; development of mechanisms for peaceful resolutions of water use conflicts; national parks and game reserves management for sustainable wildlife conservation and reduction of human-wildlife conflicts; green economy strategy and implementation Plan for sustainable land use and aquatic environment management.
