Abstract
These Regulations apply to producers of products and related waste that negatively impact the environment, human and animal health, due to: their reuse and recyclability, the high management cost of the products at post-consumer stage. The Regulations concern: circular economy; collective extended producer responsibility compliance scheme; deposit refund scheme; environmentally friendly; environment sustainability. The Regulations aim at: extending the responsibility of a producer over a product and its packaging during the life cycle of the product or its packaging; providing a framework for the establishment and operation of mandatory extended producer responsibility scheme; ensuring the operationalisation of the polluter pays principle. Matters covered by the Regulations include: extended producer responsibility obligations and fees; registration of producers; approval of extended producer responsibility compliance scheme by Authority; issuance of licences; offences and penalties.
