Abstract
This Act provides for: enhancing climate resilience through development, management, implementation, regulation and monitoring of adaptation and mitigation measures and actions; implementing coordinated and integrated response to climate change and its impacts; strengthening resilience and reducing vulnerability to climate change; promoting, supporting and facilitating community-based and community initiated adaptation and mitigation activities; providing incentives for the private sector to contribute to achievement of low carbon climate resilient development; facilitating public participation in climate change response; facilitating climate change research and development. The Act is inspired by principles and values, including the right to a clean and healthy environment, and concerns: establishment of County Climate Change Steering Committee and specification of its functions; institutional framework for planning, research and implementation; establishment and functions of the Ward Climate Change Planning Committee; measures and actions for responding to climate change, including: preparation of Climate Change Action Plan; duties of private and public entities related to climate change; monitoring and reporting compliance; public participation and access to information; capacity building for effective public participation; establishment of County climate change fund; offences and penalties.
