Abstract
This Act, divided into nine Parts, provides for: giving effect to the constitutional provisions on the protection of the right to live in a healthy environment; establishing the institutional framework necessary for purposes of ensuring efficient solid waste management in the county; reducing health risks associated with solid waste; encouraging citizens to to take responsibility for their environment; putting in place a mechanism of effective public awareness on issues related to solid waste and its management. The Act concerns the following matters: rights and responsibilities on solid waste; government responsibilities; burning of solid waste; reducing, re-using, recycling and recovering solid waste; institutional framework and establishment of Board and definition of its functions; solid waste management licensing; special provisions in relation to litter and domestic waste; garbage collection and disposal; offences and penalties; financial provisions.
