Abstract
This Strategic Plan outlines a comprehensive framework to guide the development, promotion, and regulation of Kenya’s tea industry, ensuring its global competitiveness, sustainability, and profitability, for the period 2023 - 2027. Through this Strategic Plan, the Tea Board of Kenya seeks to address key challenges such as declining farm incomes, climate change impacts, low value addition, and evolving global market demands. The Vision of the Strategic Plan presents a globally competitive, profitable and sustainable tea industry. The Mission Statement aims at effectively developing, regulating and promoting the Kenya tea industry for socio-economic growth of the country and improved livelihoods. The Tea Board of Kenya will focus on four Key Result Areas: improving farm level incomes; enhancing tea value addition and market development; strengthening tea industry regulation; and building institutional capacity. These areas have been carefully selected to address the pressing challenges in the tea industry and position Kenya’s tea sub-sector to achieve long-term sustainability and resilience. The Strategic Plan is also committed to building the capacity of counties, factories, farmers, traders and other industry members to adapt to changing industry demands and foster innovation in tea production and marketing.
The Strategic Plan focuses on the following concepts: carbon trading; climate resilient crop varieties; downstream economic activity; geographical indications; good agricultural practices; good environmental practices; good trading practices; green leaf; greenhouse gas emissions; mechanical tea harvesting; post-harvest losses; tea cultivars; tea value chain players; wood fuel sustainability. The Strategic Plan comprises eight chapters covering various aspects, including introduction to the plan; the situational and stakeholder analyses; strategic issues, goals, Key Result Areas, objectives and strategies; implementation and coordination frameworks, resource requirements, and a robust monitoring, evaluation and reporting framework. Concerning the objectives, the Strategic Plan focuses on: enhancing quality of Kenya tea; ensuring guaranteed minimum return to the tea growers; mainstreaming climate action and Environmental Social Governance in tea production; facilitating value addition in tea; enhancing market access and integration into global value chains; strengthening the tea industry regulatory framework; strengthening the institutional framework to effectively deliver on the Board’s mandate.
