Abstract
This Third County Integrated Development Plan (2023-2027) sets out the road map that will direct the future course of Garissa County development in the next five years, based on the following vision: a competitive, prosperous, and cohesive county with a high quality of life for all its citizens. The goal of this Development Plan is to improve access to resources, services and opportunities for all the county residents, in order to increase sustainable development. This Development Plan defines the following key concepts and terminologies: blue economy; green economy; integrated development planning; public participation; sustainable development. This Development Plan concerns the following matters: background description of Garissa County, and of its ecological and climatic conditions; development of a spatial plan development framework in the county, in order to specify development proposals and applications that fall outside the scope of prevailing town planning and provide a perspective of spatial challenges and interventions within the County; analysis of socio-economic development challenges; identification of development priorities, strategies, programmes and projects for the different sectors; financial strategy and institutional framework; monitoring and evaluation framework.
Concerning development priorities and core sectors, this Development Plan focuses on: agricultural, livestock and pastoral economy; gender, social services, culture, youth and sports; water, environment, energy, climate change and natural resources; trade, investment and enterprise development; road, transport, public works; education and information; land, physical planning and urban development; county affairs and intergovernmental relations.
