Abstract
This Act establishes a legislative framework for — (a) classification of areas as urban areas or cities; (b) governance and management of urban areas and cities; (c) participation by the residents in the governance of urban areas and cities; and other matters related to the above objects. The Act sets out criteria for classifying an area as a city. Every city and municipality established under this Act shall operate within the framework of integrated development planning, which shall be adopted by every city and municipality established under this Act. The administration shall operate within the framework of integrated development planning, which shall, among other things, provide a framework for regulated urban agriculture and promote a safe and healthy environment. Contents of integrated city and urban area development plan shall include, among other things, a regulated city and municipal agricultural plan. A Board of a city or municipality shall, among other things, control land use, land sub-division, land development and zoning by public and private sectors for any purpose, including agriculture.
