Abstract
These Regulations, made under the Water Act, provide for the management, use and development of water resources and apply to all water resources whether perennial or seasonal and including water resources of the territorial sea. The Regulations concern the following matters: water abstraction; artificial groundwater recharge; basin area water resources management strategy; borehole; commercial irrigation; dam; chemicals; effluent; emergency; irrigation; land holder; land reclamation; water pollution; soil and water conservation plan; water quality standards; waste disposal; wetland. The Regulations are divided into sixteen parts, including: prescription of water use activities and requirement for a permit; surface water allocation plan and guidelines; hydropower generation; authorisation of groundwater development; borehole and well test pumping; water quality monitoring and waste disposal; waterworks; inspection and controls; water use charges; registration and operation of water resources users' associations; basin water resources committees; protected areas and water conservation areas; qualification and registration of water sector professionals; emergency measures; penalties.
