Abstract
The Rules consist of 72 articles divided into the following sections: (1) Preliminary; (2) Appointment of water undertakers; (3) Works and lands; (4) Breaking open roads, etc.; (5) Supply of water for domestic purposes; (6) Supply of water for public purposes; (7) Laying and maintenance of service pipes and communication pipes; (8) Charges for water; (9) Provisions for preventing waste, etc, of water, and as to meters and other fittings; (10) Financial provisions applicable to water undertakers: (11) General and miscellaneous.
They establish the procedure to be followed by the applicants for the appointment. The subsequent sections deal with all the activities that the water undertakers may carry out for the purpose of their water undertaking, according to, and within the limits of the provisions made by the present Rules (i.e. constructing reservoirs, tanks, aqueducts, pipes, treatment plant, etc., breaking open roads, sewers, drains or tunnels, etc.). The water undertaker has the obligation to bring water to any area for domestic purposes, unless it is proved that an insufficiency of water occurs or the cost of constructing mains is excessive in relation to the charges which would be payable. The water undertaker shall also affix and maintain efficient fire hydrants suitable for supplying water and shall allow all persons to take water for fire-fighting purposes. Section 8 establishes the criteria for the calculation and payment of water charges by the consumers. For each section dealing with the obligations of the water undertaker the Rules establish the offences and the relevant penalties. Section 9 concerns all the measures for preventing the waste of water.
