Administrative regulations of the state service “Providing a Certificate of Conformity (issued within the country based on the results of laboratory determination of the sowing qualities of seeds and planting material of agricultural crops), International Orange Certificate (OISLS) (issued for exported seed products).”

The provision of this public service is carried out by the Department of Expertise of Agricultural Crops under the Ministry of Agriculture and its territorial divisions. The Procedure of issuance of Certificate of Conformity (issued within the country based on the results of laboratory determination of the sowing qualities of seeds and planting material of agricultural crops), International Orange Certificate (OISLS) (issued for exported seed products includes the following operations: (a) departure of a specialist for sampling, registration and delivery to the offices of the authorized state body in the field of examination of agricultural crops and its territorial divisions; (b) isolation and testing of a sample of seed and planting material; (c) packaging and bagging the selected sample; (d) delivery of the sample to the office of the authorized state body in the field of examination of agricultural crops and its territorial divisions; (e) filling out the sampling report; (f) isolation and testing of a sample of seed and planting material; and (g) filling out a work card, extracting and issuing a Certificate of Conformity and/or an International Orange Certificate.
