Abstract
The Parties acknowledge that the use of water resources and the operation of the Andijan (Kempirabad) reservoir of the Republic of Uzbekistan should be carried out in order to provide stable water supply to the population and sectors of the economy of the States of the Parties. The reservoir is a water management facility with a complex of hydraulic structures built in the channel of the Karadarya River. The water resources of the reservoir will be managed by the Joint Commission. The composition and regulations on the activities of the Joint Commission are inserted in the Appendix, which is an integral part of this Agreement. The Uzbek side ensures the safety of the reservoir, operates, maintains and releases water within the limits agreed with the Kyrgyz side. The Uzbek side undertakes to maintain the water level in the reservoir no higher than 900 horizontal, except for emergency situations (flood period, man-made and natural phenomena, technical condition of water outlets) and force majeure. The Parties acknowledge that in case of emergencies and force majeure, the water level in the reservoir may be above 900 horizontal. The Uzbek side undertakes to ensure free and unimpeded access of citizens of the Kyrgyz Republic to the water of the reservoir and its use (watering, irrigation, fishing, and other activities as agreed by the Parties). The Uzbek side undertakes not to install engineering and technical structures around the basin of the reservoir. The Kyrgyz side undertakes to ensure the establishment of water protection zones, compliance with the regime for their use in accordance with the water legislation of the Kyrgyz Republic in force at the time of signing this Agreement. In case of emergencies (floods, mudflows and other natural phenomena) and (or) force majeure circumstances on the reservoir, the Parties shall notify each other without delay. The Parties take joint actions aimed at: (a) preventing, mitigating and eliminating the consequences of emergency situations and force majeure circumstances; (b) refraining from activities that could adversely affect the stable functioning and water quality of the reservoir within its boundaries; and (c) prevention, control and reduction of any harmful impact on agricultural land and human settlements.

Entry into force notes
This Agreement enters into force from the date of receipt through diplomatic channels of the last notification of the completion by the Parties of the domestic procedures necessary for its entry into force.
