tate bodies and executive bodies of local self-government shall approve the standards of state and municipal services provided to natural persons and legal entities by the relevant government body, executive body of local self-government, their structural, territorial divisions and subordinate institutions. The Ministry of Water Resources, Agriculture and Processing Industry shall be responsible for the approval of: (a) standard regulations on the procedure for developing a community plan and an annual plan for the use of pastures; (b) provisions on monitoring of arable land; (c) the procedure for carrying out fishfarming and reclamation measures to improve the condition of reservoirs and the conditions for the reproduction of fish and other aquatic organisms; (d) the procedure for carrying out fishery reclamation of waterbodies; (e) rules for the protection of fish stocks and their habitat; (f) the procedure for assigning reservoirs and fishing areas for organizing fish farms and conducting fishing in reservoirs; (g) the procedure for establishing standards for stocking natural and artificial reservoirs and the procedure for carrying out fishfarming and reclamation work; (h) the procedure for recording fish and fish-breeding products caught in reservoirs or grown in lake, cage and pond fish farms; (i) the procedure for organizing fishing, ichthyological monitoring and reproduction of fish stocks; (j) the procedure for issuing and using fishing documents and tickets for fishing for research purposes, for control fishing, carrying out fish farming and reclamation work, acclimatization, stocking and reproduction; (k) the procedure for providing, on a competitive basis, bodies of water to legal entities and individuals for the purposes of fish farming, fishfarming and fishing; (l) catalog of pesticides and agrochemicals approved for use in the Kyrgyz Republic; (m) types of work on quarantine phytosanitary disinfection; (n) guidelines for identifying pests; (o) rules for the transition from traditional agricultural production to organic farming; rules for maintaining the Register of producers of organic commodities; (o) veterinary and sanitary standards and requirements for the organization and management of aquaculture; (p) instructions, rules, regulations, guidelines, methods in the field of forestry; (q) instructions, rules, regulations and requirements in the field of animal health, animal identification, veterinary and sanitary safety; and (r) provisions on conducting an inventory. The State Agency for Intellectual Property and Innovation under the Cabinet of Ministers of the Kyrgyz Republic shall be responsible for the approval of guidelines, methodologies, and procedures in the field of providing legal protection to intellectual property objects and the development of innovations.
