Decision No. 193 of the Cabinet of Ministers validating the Model Regulations on the Basin Council.

The Basin Council is a representative body for resolving issues in the main basin on the use, protection and development of water resources. The purpose of creating the Council is to coordinate the activities of state bodies, local state administration and local self-government bodies, non-governmental organizations and water users within the boundaries of a certain main basin in the field of use, protection and development of water resources. The main objectives of the Council are: (a) development and submission to the National Council of a basin plan for the development, use and protection of water resources (basin plan); (b) preparation of draft procedural rules for the activities of the Council, based on this standard provision, approved by the Cabinet of Ministers; (c) coordination of activities in the water sector within the main basin; and (d) approval of the composition of basin and local commissions on irrigation and drainage.
