Decision No. 554 of the Cabinet of Ministers validating the Procedure for the formation and functioning of micro-reserves and protected natural of local significance.

This Procedure regulates the formation and functioning of micro-reserves and protected areas of local significance. Micro-reserves and protected areas of local significance are created for the following purposes: (a) creation of numerous centers for the conservation and reproduction of biodiversity and ecosystems; (b) ensuring the safety and reproduction of resources and gene pool; (c) compensation for disturbances in ecosystems; (d) maintaining the conservation of biological diversity and a favorable ecological environment for humans; (e) ensuring the safety of historical and cultural heritage sites; (f) environmental education and training of the local community; and (g) involving citizens and local communities in the conservation of biological diversity. Micro-reserves and/or protected areas of local significance are formed in accordance with decisions of local government bodies within the framework of delegated state powers, on the land of which the formation and operation of micro-reserves and/or protected areas of local importance are planned. The operation of micro-reserves and/or protected areas of local significance is not an entrepreneurial (commercial) activity and does not pursue profit as its main goal. Micro-reserves and protected areas of local significance are formed for a period of 20 years. The following activities shall be prohibited on the territory of micro-reserves and/or protected areas of local significance: (a) collection of medicinal raw materials, fruits, berries and flowers of endangered species; (b) hunting, capture of wild animals, destroying nests, burrows, other shelters and dwellings of wild animals, as well as collecting eggs of birds and reptiles; and (c) acclimatization (invasion, introduction) of new species/subspecies of plants, fungi and animals, i.e. alien, not previously registered in the territory of the corresponding cadastral division or taking into account published changes to it.
