Development Program of the Kyrgyz Republic for the period of 2018-2022 “Unity, Trust, Creation”.

Development Program of the Kyrgyz Republic for the period of 2018-2022 “Unity, Trust, Creation” is a nationwide multi-sectoral policy document approved by the Government aimed at sustainable development of Kyrgyzstan as a prosperous and stable state with self-sufficient economy for the purpose of improving welfare of Kyrgyz people. The key task of the Government is to ensure the dynamic development of the economy and stable growth in the income of the population, and, as a result, the reduction of poverty.
In the context of new opportunities arising from the capacious market of the EAEU, using geographical and climatic conditions, the country's agro-industrial complex will occupy its individual niche in the union market. Important areas of measures for the development of the agro-industrial complex will be to overcome the small-scale production, the creation of medium and large processing complexes, the development of logistics and the reduction of the role of intermediaries in commodity markets. The priority direction of the Government's policy will be state support for the production and processing of agricultural products, which create high added value and are labor intensive. The targets for the development of the industry will be the growth of production volumes and its efficiency, improving the quality of agricultural products, ensuring the country's food security, and increasing the potential of the processing industry. Intensive procurement complexes will ensure the centralized purchase of agricultural products with subsequent output to foreign markets, taking into account the requirements for volumes and quality standards. To ensure the full export of agricultural products, an appropriate infrastructure will be built, including laboratories, logistics centers, slaughterhouses, processing enterprises and transport companies. The government will continue the state policy to provide agricultural producers with affordable financial resources. Along with the established agricultural lending instruments, the Government will introduce additional financial instruments to support the export of agricultural and processed products.
In order to strengthen and improve the efficiency of the state policy in the field of tourism, the work of the authorized body will be strengthened and the legislative framework will continue to be improved. The government will focus its efforts on advertising and promoting the country as a tourist destination. The government will create several geoparks - special recreational and tourist zones constituted and operating under the auspices of UNESCO. Various international and global initiatives will also be actively supported (the World Forum for the Conservation of the Snow Leopard Population, the International Forum "Altai Civilization", etc.), including projects implemented within the framework of the global integration project "New Silk Road". In the field of environmental protection, an important feature of the next five years should be the introduction of the principles and requirements of a green economy at all stages of planning, decision-making, execution and monitoring.
In the energy sector, the Government aims to provide the country's economy with electricity, citizens' access to reliable and modern energy supply and the development of export potential based on energy efficient and low-carbon energy production and consumption. Along with this, in order to strengthen energy self-sufficiency, the Government will encourage the development of alternative and renewable energy sources, their use by the population, as well as energy-saving and energy-efficient technologies. It will also free up additional resources for production purposes.
