Abstract
Food security is one of the main directions of ensuring the national security of the country, a factor in preserving its statehood and food independence. Food Security and Nutrition Program in the Kyrgyz Republic for 2019-2023 the main directions for ensuring food security in the Kyrgyz Republic. It is nationwide cross-sectoral policy document. Ensuring food security is a priority issues and the goal of the Program is to ensure food security and high-quality nutrition. Provisions of the Program shall be integrated into sectoral programs of healthcare, economic and social sectors. Currently, households' average per capita food expenditures are below the established minimum standards. Low purchasing power of the population does not ensure sufficient economic access to quality food for the majority of the population. Insufficient consideration is given to the needs of children, youth and women. Kyrgyz Republic has not achieved food independence in terms of sugar and confectionery products, vegetable oil, fruits and berries, bread and bread products. In general, there is insufficient consumption of meat and meat products, fruits and berries, eggs and sugar in the Kyrgyz Republic. Food security and nutrition in the Kyrgyz Republic shall be ensured by the availability and accessibility of sufficient food, quality and safety foodstuffs, for all groups of the population.
Focused support for women's employment and self-employment will boost agricultural production and create jobs for both the employed and other women and men.
The key policy directions for achieving the strategic objective are: (a) improvement of the availability of food for human consumption; (b) ensuring food availability for the population; (c) improvement of the nutritional status of the population; (c) improvement of safety of foodstuffs; and (d) formation of effective system of management, monitoring and evaluation of the Food Security and Nutrition Program in the Kyrgyz Republic for 2019-2023.
The Program sets the target of increasing the volume and stability of domestic production of basic foodstuffs, increasing the stability of food supplies to the domestic market. The implementation of measures to achieve the objective will be carried out within the following priorities: (a) stimulating and supporting domestic production of basic foodstuffs; and (b) improving the management of state reserves of foodstuffs, increasing the stability of the domestic food market. Creation of socio-economic conditions to ensure stable economic and physical access of the population to food in accordance with the norms established in the Kyrgyz Republic. Implementation of measures to achieve the goal will be carried out within the framework of the following priorities: (a) improvement of food accessibility for the population with a focus on socially vulnerable layers; and (b) formation of a system to provide food assistance to the population in conditions of food shocks.
The utmost goal shall b e to ensure the right of everyone to healthy nutrition at all stages of their life cycle and scientifically sound nutritional information to improve knowledge of healthy nutrition and nutritional behaviour (practice), and also establishment of food safety system at all stages of the food chain to eliminate risks to human health.
