Abstract
Framework program for ensuring phytosanitary security in Kyrgyz Republic has as its goal minimization of constraints to business development while ensuring quarantine phytosanitary safety in the Kyrgyz Republic. Given that agriculture in the Kyrgyz Republic is an important sector of the country's economy, the country's phytosanitary well-being is of vital importance. Export of agricultural products is one of the main sources of foreign exchange earnings for the Kyrgyz economy. Department of Plant Quarantine subordinated to the Ministry of Agriculture, Food Industry and Land Reclamation shall be authorized state institution in the field of plant quarantine. The scope of this Framework program shall be creation of conditions ensuring phytosanitary safety on the territory of Kyrgyz Republic. Priority directions for implementation of Framework program shall be set forth as follows: (a) ensuring sufficient potential (phytosanitary and legal) for plant quarantine; (b) application of phytosanitary measures to imported plant species subject to quarantine inspection and plant protection means (pesticides); (c) setting up reliable export certification system for international trade of plant products; and (d) creation of infrastructure in the field of plant quarantine.
