Abstract
Program for the Development of a "Green" Economy for 2019-2023 sets forth priority targets, tasks for the achievement thereof, and expected results.
Target 1 Preservation and restoration of natural ecosystems and biological diversity sufficient to maintain the ability of natural systems to self-regulate and compensate for the consequences of anthropogenic activities. Tasks: (a) regulation of the load on natural ecosystems; (b) preservation and restoration of the natural environment; (c) sustainable use of ecosystem services; (d) consideration of ecosystems and biological diversity in planning and development processes; and (e) the formation of an ecological culture and education among the population. Expected results: (a) the network of protected areas has been expanded to 10% of the country's total area; (b) the contribution of the forestry sector to GDP has been increased to 0.1%; and (c) measures have been developed to adapt to climate change in the direction of preserving ecosystems and biodiversity.
Target 2 “Green” energy: reducing the energy intensity of GDP while simultaneously increasing access of citizens and economic entities to reliable and modern energy supplies. Tasks: (a) improving the system of assessing and monitoring the state of the energy sector; (b) improving energy policy; and (c) increasing the transparency of the fuel and energy sector and ensuring breakeven. Expected results: (a) energy intensity of GDP reduced by 4.5% by 2023; (b) energy distribution losses reduced to 13% by 2023; and (c) increasing the share of renewable energy sources in the total volume of final energy consumption.
Target 3 “Green” agriculture: increasing the population's supply of ecologically clean food through sustainable resource management and the development of resource-saving, organic and climate-resilient agriculture. Tasks: (a) development of the organic agriculture market; (b) financing of “green” agriculture; and (c) adaptation to climate change and mitigation of its negative consequences. Expected results: (a) the scale of soil degradation has been reduced and new land have been brought into agricultural use; (b) effective standards and technologies for the use of fertilizers have been established to increase the productivity of pasture lands; (c) degradation of pasture land has been reduced and the condition of pasture grass has been improved; (d) a system of insurance against climate risks in crop production and livestock production has been introduced; and (e) mitigated climate risks for rural producers through the introduction of an insurance system in agriculture.
Target 4 “Green” industry: promoting resource efficiency and cleaner production processes in industrial production. Tasks: (a) implementation of measures for the efficient use of resources in energy- and water-intensive industrial sectors; (b) creation of the National Cleaner Production Center; and (c) improving environmental regulation for industry. Expected results: (a) the efficiency of use of energy, water resources, and materials by industrial enterprises has been improved; (b) the levels of water and air pollution from industrial enterprises, as well as the level of industrial waste, have been reduced; (c) industrial environmental regulation has been effectively implemented; and (d) investment legislation/agreements have been updated.
