Abstract
This Methodology for setting standards for maximum permissible discharges of pollutants into waterbodies defines the procedure for establishing, calculating and reviewing standards for maximum permissible discharges (MPD) of pollutants into waterbodies. The methodology is intended for use by economic entities regardless of their organizational and legal forms in the development of draft MPD standards for operating, designed and reconstructed facilities of economic and other activities. The methodology is also intended for use by the authorized state body for environmental protection and the authorized state body implementing the state policy in the field of public health in the process of setting and approving the MPD standards. The MPD standards are used to monitor compliance with the established requirements for the composition and properties of wastewater discharged into waterbodies and serve as the main target indicators for the development of water protection systems. When determining the multiplicity of dilution of water discharged by a watercourse in the control site of water use, the following design conditions shall be taken into account: (a) for unregulated watercourses, the estimated minimum average monthly water discharge at the site is the calculated minimum; (b) for regulated watercourses, a guaranteed flow rate below the dam (sanitary release) shall be established, taking into account the exclusion of possible downstream reverse flows. When determining the multiplicity of dilution of discharged water with water in the control sites of water use, the following design conditions shall be taken into account: (a) the shortest distance and minimum flow rate at the site from the water outlet to the water use boundary (control site); (b) the least favorable regime determined by comparing the calculations for wind impact, drawdown and filling conditions of reservoirs under open and subglacial regimes; and (c) average monthly water level typical for the design site. The Methodology contains calculation formulae for watercourses.
