Governmental Decree No. 17 validating the Instruction on regulation of private veterinary practice.

This Governmental Decree establishes the procedure for regulation of private veterinary practice, registration and renewal of registration of private veterinarians and transfer of some state plenary powers in the sphere of veterinary. A private veterinary specialist provides quality veterinary services and informs citizens and livestock owners about the veterinary services provided. Information on the provided veterinary services must obligatorily contain the following data: (a) a list of the main types of veterinary services provided; (b) certificate of registration in the Veterinary Chamber; and (c) information about the benefits and preferential terms provided for certain categories of citizens of the Kyrgyz Republic. Veterinary services shall be provided in accordance with and regulated by the contract concluded with livestock owners. A private veterinary specialist must ensure: (a) performance of veterinary and sanitary measures, preventive vaccinations and animal treatments against infectious, parasitic and other animal diseases in optimal time with the use of the most effective means, as well as the timely provision of veterinary medical assistance at the request of livestock owner; (b) routine inspection of animals, where necessary, sampling, to conduct laboratory and diagnostic studies; (c) advice on the acquisition, breeding, feeding, care, keeping, technology of raising animals and obtaining of animal products; (c) the use of tools and methods that exclude a negative effect on animals in the diagnosis, prevention and treatment; and (d) safety of veterinary measures for the health and productivity of animals, as well as the state of the environment.
