Governmental Decree No. 383 validating the Regulation on State Agency on Water Management subordinated to the Government of Kyrgyz Republic.

State Agency on Water Management shall be authorized state institution implementing state regulation in the field of management and use of water resources. The Agency's main objectives shall be as follows: (a) to introduce mechanism for integrated water resources management; (b) to ensure sustainable management and rational use of water resources and water infrastructure facilities, water supply and disposal; (c) to ensure effective interstate cooperation in water resources management and use; and (d) to regulate other interstate water relations. The main objectives of the Agency shall be as follows: (a) regulation of relations in the field of water resources management and use; (b) development and implementation of programs for development of irrigation infrastructure facilities, as well as potable water supply and water disposal; and (c) development of international cooperation of the Kyrgyz Republic in the field of water resources. The Agency shall perform the following functions: (a) implementation of state water policy; (b) coordination and regulation of integrated water management; (c) water resources monitoring; (d) use of water resources; (e) management, coordination and regulation of water economy; (f) water supply services in conformity with concluded contracts and provision of hydrotechnical works; and (g) training of staff.
