Governmental Decree No. 43 validating the Regulation on state registration of rights to mining and extraction of sand-gravel mixture and loams.

Regulation on state registration of rights to mining and extraction of sand-gravel mixture and loams establishes the procedure for state registration of rights, that are not assigned through tenders and auction sale, extracted for construction purposes. Extraction of sand-gravel mixture and loams shall be performed by subsoil managers in accordance with registration of rights issued by local government in accordance with the form contained in the Annex 1. Issuance of certificate by the local government shall be performed according to the rule of the first submitted application . Certificate shall be issued for one single land plot for the period of three years. Extraction of sand-gravel mixture and loams performed at depth of quarry not exceeding two meters from the natural surface relief shall be carried out without technical project.
