Governmental Decree No. 435 validating the Regulation on constituting of a permanent command center for the prevention of avalanches, landslides, other slope processes and the elimination of their consequences on public roads of the Kyrgyz Republic.

This Governmental Decree establishes that permanent command center for the prevention of avalanches, landslides, other slope processes and the elimination of their consequences on public roads shall be coordinating authority for the prevention of the aforesaid natural disasters. The main purpose of the permanent command center shall be to prevent the loss of life, destruction of inhabited areas, power lines, gas pipelines, water supply lines, sewage systems and others. The main tasks of the permanently operating command center shall be as follows: (a) organization and implementation of continuous monitoring of the state of avalanche, landslide-prone areas, rockfalls and other slope processes for preventive measures; (b) organization of preventive measures in order to reduce the threat of avalanche, landslides, rockfalls and other slope processes; (c) organization of early warning system of the population, organizations and departments through the mass media about the arrangements underway; (d) planning and organizing explanatory work through the mass media on the use of vehicles in winter, during the arrangements for the forced descent of avalanches, landslides and rockfalls; and (e) coordination of actions to eliminate the consequences of avalanche, landslides, rockfalls and other slope processes.
