Abstract
Concept of the development of organic agricultural production in the Kyrgyz Republic for 2017-2022 is a multi-sectoral nationwide policy document. The main organic products in the Kyrgyz Republic are cotton, chickpeas, beans, apricots, medicinal herbs, prunes, walnuts, and potatoes. The scope of the Concept is to create favorable conditions for the development of organic agriculture by improving regulatory legal acts and the adoption of other measures that contribute to the sustainable development of the agrarian sector of the economy, increasing the competitiveness of organic products.
Organic agricultural production is aimed at the introduction of innovative technologies in the agricultural sector of the economy, which should become a fundamental criterion for sustainable comprehensive development of the Kyrgyz model of organic agriculture. For the development of organic production of environmentally friendly products it is expected to develop new standards for environmentally safe agricultural production, to conduct certification of organic agricultural producers, improve the system of certification of food raw materials and food products in the field of organic production, as well as to take measures to financially support the production of ecological organic products.
Priority areas of organic agricultural production shall be as follows: (a) creating favorable conditions for the development of organic agriculture through the improvement of regulatory acts; (b) empowerment, awareness and access by the population to knowledge about organic farming; (c) creating favorable economic conditions for organic agricultural production and development of a value chain; and (d) building confidence and a system of guarantees for the development of organic agricultural production.
The Concept sets forth the following tasks: (a) creation of public private partnership (PPP) in the field of organic agriculture; (b) granting access to production resources and production means for organic agriculture; (c) protection of the interests of business entities engaged in organic agricultural production; (d) registration of agricultural production indicators; (e) creation of trading chains and conditions for storage of organic agricultural products; and (f) creation of internal certification structure and trademark of organic agricultural products.
The adoption of the Concept will allow: (a) to give a new vector of economic development of agriculture; (b) to increase the image of the country as a producer of organic (ecological) products; (c) to increase the sustainable production of quality competitive organic products and food destined for both the domestic and foreign markets; (d) to increase the volume of exports of organic products to world markets; (e) to improve the health of the nation through the production and consumption of organic (ecological) products; (f) to reduce pollution; and (g) to increase food security of the country.
