Abstract
The scope of this cross-sectoral Program "Development of Veterinary Service of the Kyrgyz Republic for the period of 2018-2023" and Action Plan for the implementation thereof shall be protection of the population from diseases common for humans and animals, prevention and elimination of infectious and mass non-communicable diseases of animals, ensuring the safety of products of animal and plant origin in veterinary and sanitary terms. The main strategic guidelines of the Veterinary Service of the Kyrgyz Republic shall be as follows: (a) improving quality and safety of food production of animal origin; (b) increasing the export potential of the Kyrgyz Republic and protecting animal health; and (c) improving veterinary health service and veterinary medicine. Transboundary diseases affecting international trade, such as foot-and-mouth disease, sheep-pox and small cattle plague, have not been reported in the last 2 years. The objectives of this Program shall be to improve the level of animal health and safety of livestock products, improve veterinary health standards and increase the competitiveness of the livestock sector, which will allow better identification of the domestic market and increase the export potential of livestock products of the Kyrgyz Republic. The main objectives of the Program shall be as follows: (a) protection of animal health from diseases common to humans and animals and ensuring epizootic well-being; (b) protection of the territory of the Kyrgyz Republic from the introduction and spread of infectious and exotic animal diseases; (c) control over the safety of products, raw materials of animal and plant origin, veterinary drugs, fodder and feed additives; (d) development and use of modern, scientifically sound methods of diagnosis and control of animal diseases; (e) timely application of anti-epizootic measures; and (f) development of veterinary science, basic and continuous veterinary education.
The following main directions for the development (improvement) of the quality of the veterinary service are defined in this Program: (a) improvement of veterinary legislation of the Kyrgyz Republic and its harmonization with the veterinary and sanitary requirements of the EAEU and the OIE; (b) improvement of veterinary service; (c) optimization and modernization of testing veterinary laboratories; (d) strengthening of veterinary supervision (control); (e) improvement of the export potential of the Kyrgyz Republic; (f) development of veterinary public health service; (g) support for the development of animal husbandry through the high sanitary status of farms; (h) introduction of the HACCP method; (i) improvement of the certification process of foodstuffs in accordance with international standards; (j) ensuring rational use and application of veterinary drugs, feedstuffs and feed additives; (k) animal waste management; (l) creation of a working group on animal health protection at the local level; (m) regulation of private veterinary activities; and (n) development of a veterinary statuary body of the Kyrgyz Republic.
Regular monitoring and evaluation of the implementation of the Program will be an effective tool for tracking progress in its implementation, which will enable timely decisions to be made through adjustments to the Program’s implementation plans. The implementation of the Program will ensure the improvement of the efficiency of the veterinary service. The program will be focused on achieving the following key indicators in the field of veterinary medicine and food safety: (a) improvement of animal health, development of animal husbandry in the country, including breeding stock; (b) certification of food products of animal origin in accordance with international standards; (c) obtaining and maintaining special animal health status in the Kyrgyz Republic for priority animal diseases in accordance with the provisions of the OIE Terrestrial Animal Health Code; (d) entering the food markets of the People's Republic of China, the Middle East and the European Union, which will increase the export potential of the Kyrgyz Republic; (e) harmonizing the veterinary legislation of the Kyrgyz Republic with international requirements and standards; (f) accreditation of veterinary testing laboratories; (g) equipping veterinary testing laboratories with modern laboratory equipment; (h) advanced training of laboratory staff and veterinary specialists; (i) use of the HACCP system at processing enterprises of the Kyrgyz Republic; (j) creation of a unified register of veterinary medicines, feed and feed additives; (k) creation of an emergency fund of vaccines for animals; and (l) raising the status and importance of the veterinary statuary body of the Kyrgyz Republic and private veterinary activities.
