Abstract
This Governmental Decree sets forth sanitary and epidemiological requirements for sanitary protection zones of water supply sources and potable water supply systems; sanitary and epidemiological requirements for systems of centralized potable water supply and potable water pipelines; and sanitary and epidemiological requirements for sources of decentralized potable water supply to the population. Sanitary rules apply to the projected, under construction, reconstructed and existing sources of potable water supply and potable water supply pipes, regardless of their subordination and forms of ownership. On water sources and water pipelines that direct water for drinking needs from surface and underground sources, the sanitary protection zones are envisaged. Organization of the regime of protection of potable water supply sources is aimed at the prevention of pollution thereof. Use of waterbody for potable water supply without sanitary protection zone shall be prohibited. When determining the size of the sanitary water protection zone, the survival time of microorganisms and the range of chemical pollution must be taken into account. For each sanitary protection zone, one-time measures are foreseen prior to the start of the water abstraction operation, or permanent regime of operation. In the sanitary protection zones the following activities shall be prohibited: (a) pumping of wastewater into underground horizons, to store solid household waste and to develop the subsoil layers; (b) placement of cemeteries, cattle cemeteries, cesspool fields, filtration fields, manure depots, silo trenches, livestock and poultry farms, slaughterhouses, industrial facilities causing the danger of microbial and chemical pollution of groundwater and other objects; (c) use and storage of fertilizers and pesticides, placement of warehouses of fuel and lubricants, storage of household and industrial wastewater, sludge and other facilities; and (d) dumping of sewage, including sewage of water transport, bathing, washing of linen, watering of livestock, washing of motor vehicles, commercial fisheries and other types of water use affecting water quality.
