Instruction on protection of atmospheric air.

This Instructions gives a detailed regulation of atmospheric air protection and shall be mandatory for all the nature managers irrespectively of the form of ownership. It shall serve as guidelines for the officials of the Ministry of Environmental Protection and authorized state institutions in the sphere of protection of atmospheric air. State supervision shall be carried out in the following fields: (a) enforcement of legislation in the sphere of protection of atmospheric air; (b) control over emissions; (c) primary registration of emissions and sources of emissions; (d) measurement of emissions and emission contents in atmospheric air; (e) testing of emissions; (f) control over the fulfilment of arrangements for the reduction of emissions; (f) control over functioning of emission treatment facilities; and (g) control over fulfilment of directives of authorized state institutions in the sphere of protection of atmospheric air.
