Instruction on state supervision over protection of atmospheric air against emissions by vehicles.

This Instruction establishes the modalities of carrying out state supervision and control over protection of atmospheric air against emissions by vehicles, legalization of the results of inspection and application of administrative procedures to the infringers of norms and standards related to the protection of atmospheric air. The following shall be subject to supervision and control: (a) calculation of emissions from non-stationary sources; (b) preventive arrangements for reduction of emissions from vehicles and control of the efficiency of the aforesaid arrangements; (c) fulfillment of the precedent orders, prescripts and directives; (d) fulfillment of presidential and governmental decrees and orders; and (e) availability of standards and instructions related to atmospheric air pollution.
