Abstract
The purpose of this Law shall be to ensure more efficient use of energy. It shall be applicable to extraction, production, processing, transport, storage, transmission, distribution and consumption of fuel and energy resources, and renewable sources of energy. The Law is composed of nine Chapters divided into 30 articles dealing with the following matters: general provisions (Chapt. 1, arts. 1 - 4); state management of energy saving (Chapt. 2, arts. 5 – 11); standardization (Chapt. 3, arts. 12 – 17); economic and financial mechanism of energy saving (Chapt. 4, arts. 18 – 25); energy saving activity (Chapt. 5, art. 26); international cooperation (Chapt. 6, art. 27); information (Chapt. 7, art. 28); liability (Chapt. 8, art. 29); final provisions (Chapt. 9, art. 30). The state energy saving policy shall be implemented through incentives for the use of energy saving techniques and technologies, supervision over consumption of energy resources, and elaboration and implementation of the state projects and programmes for energy saving and use of renewable energy. Compulsory energetic inspection shall be carried out in all organizations with a view to evaluate the efficiency of fuel and energy use. Standards for energy consumption shall be compulsory for every user. Energy resources shall be subject to compulsory certification. Special energy saving fund shall be set up for financing public energy saving projects and programmes.
