Abstract
This Law shall have as its purpose environmental protection and establishes general requirements for ensuring ecological safety in the process of projecting and realization of economic and other activities related to the processes of manufacturing, storage, transportation and recycling of produce. The Act consists of 5 Sections divided into 25 articles: (1) general provisions; (2) basic provisions for ensuring ecological safety; (3) ecological safety requirements set for economic and other activities; (4) environmental audit; and (5) conclusive and transitional provisions. Technical regulation shall be based on the following principles: (a) mandatory environmental audit and environmental impact assessment (EIA) of the projected economic activities; (b) limitation of environmental impact regulated by ecological safety requirements and environmental standards; (c) reduction of negative environmental impact of production processes; (d) prohibition of economic activities and production processes with unpredictable environmental impact; (e) priority of ecosystem conservation; and (f) transparency.
