Abstract
This Law is aimed at protecting the rights and freedoms of citizens, ensuring protection of persons, who reported corruption offenses, from persecution, establishes legal and organizational framework for the protection of these persons, and is also aimed at strengthening public confidence in the state and its structures. The bodies providing state protection are: (a) bodies making decisions on the implementation of state protection; and (b) bodies implementing security measures. The Principles for the protection of whistleblowers shall be as follows: (a) legality, respect for human and civil rights and freedoms; (b) creating conditions for the formation of an atmosphere of intolerance in society to manifestations of corruption; (c) providing guarantees against unlawful interference in professional (working) activities of persons, who reported corruption offenses, from official prosecution; (d) responsibility of the persons who disclosed information about the persons who reported facts of corruption offenses; and (e) warning of harmful consequences of corruption offenses. Information about the person, who reported the fact of corruption offenses, can only be classified after confirmation of information stated in the report. Classification must be carried out at the request of the protected person or with his consent.
