Abstract
This Law primarily aims to regulate relations concerning the provision of silence and rest periods for the population. It explicitly excludes certain activities from its scope, such as emergency responses, urgent safety-related work, and religious public worship, emphasizing its focus on maintaining peace and quiet in designated territories. These include residential buildings, educational and healthcare facilities, and social or rehabilitation organizations. The Law establishes specific restrictions on noise levels, particularly prohibiting the use of sound-emitting devices beyond permissible limits during designated quiet hours—2200 to 0700 hours on public days and 2200 to 0900 hours on weekends and holidays—with the regulatory standards for sound signals to be set by the Cabinet of Ministers. The Law stipulates that violations of these provisions are punishable under the Code of Offences, indicating a legal enforcement mechanism. Overall, the Law delineates clear boundaries for noise levels and quiet hours, establishing a legal framework aimed at protecting citizens' peace and rest, with defined enforcement and implementation procedures.
