Law No. 21 “On the regulation of land legal relations.

This Law defines the legal basis, conditions and procedure for conducting a land amnesty for some categories of land plots with a view of securing by the state the property rights of citizens to land amnesty objects provided envisaged by this Law. Land amnesty is a one-time action to give legal status to the object of the land amnesty, which includes securing ownership rights to the objects of the land amnesty that are subject to the land amnesty. Objects of land amnesty shall be considered the following land plots: (a) with unauthorized construction or unfinished individual residential buildings; (b) for which there are decisions of authorized local government bodies or bodies whose legal successors are the relevant local government bodies on the transfer (transformation) of irrigated arable land for individual housing construction; (c) unsuitable for use in agricultural production; (d) for which there are state acts on the right of private ownership of land plots with the designated purpose “agricultural” due to the division of land shares into land plots in accordance with the legislation of the Kyrgyz Republic; and (e) garden plots. Securing ownership rights to the land amnesty object is carried out by executive bodies of local government on the basis of lists of users approved by the commission based on the results of public notification. For garden and horticultural land plots that do not have title documents for the land plot, the executive body of local government makes a decision on assigning the garden and horticultural land plot based on the decision of the garden and horticultural cooperative or public association.
