Law No. 217 “On the right to access information.”

The objectives of this Law are to ensure the implementation and protection of everyone’s right to access information held by the owners of information determined by this Law, and to achieve maximum information openness and transparency in their activities. This Law regulates relations concerning the implementation and protection of everyone’s right to access information. Everyone has the right to access information held by information holders in the manner prescribed by this Law. Information shall be intended information (messages, data) recorded by any means and on any media about persons, objects, facts, events, phenomena and processes, regardless of the form or source of information, which are under the control of the owners of information defined by this Law. The right to access information shall be intended the right of everyone to freely seek and receive information in any form and from any sources, subject to the requirements of this Law and other regulatory legal acts. The State guarantees the right of everyone to search, receive, store, use and disseminate information under the control of the owner of the information, in accordance with the provisions of this Law. The right to access information is guaranteed by: (a) the obligation of information holders to provide and publish information; (b) identification of the owners of information as special structural units or officials who, in accordance with the established procedure, organize access to the information they own; (c) maximum simplification of the procedure for submitting a request and obtaining information; (d) access to open meetings of collegial bodies of public sector entities; (e) implementation of parliamentary, public and state control over compliance with the right to access to information; (f) liability for violation of legislation on access to information; and (g) other measures aimed at the effective implementation of the right to access information.
